Video Comments looks like a neat WordPress plugin. It allows you to comment on a videos content. Not just the whole video but on a specific point in the videos time line. I wonder if this will work with audio too?

Reminds me of a program developed at SILS under Gary Marchionini called ISEE, or Interactive Shared Educational Environment, basically a distance education application for group video watching that let people chat along side the video. Each chat comment was timestamped and would be reshown when the video was replayed.
